The city seeks to implement a new tourism management model that brings together both public and private sectors (hotels, transport, commerce, etc.) through a governance structure designed to facilitate more agile decision-making.
The new roadmap also envisions the evolution towards a public Tourism Observatory, focused on decision-making and aligned with the DTI (Smart Tourist Destination) model.

This Plan also commits to positioning Vitoria-Gasteiz as a MICE (Meetings, Incentives, Conferences and Exhibitions) city “on a sustainable human scale, increasing the professionalization of the local ecosystem and improving participant satisfaction.” To achieve this, potential activities and incentives such as guided tours, workshops, gymkhanas, games, and even meditation sessions are proposed.
Quantitatively, the plan aims to gradually increase the number of events, boost their economic impact, and attract medium-sized international congresses in priority sectors such as scientific-medical and corporate conventions, including those in energy and automotive, which can generate interesting synergies in Gasteiz.
The objectives of this roadmap are to create an “efficient” tourism ecosystem, increasing the sector's competitiveness and economic profitability, and to ensure intelligent, data-driven tourism management that will facilitate resource optimization, for which public-private coordination is essential. A new tourism positioning is sought, based on a “clear and differential narrative.” “We will encourage active tourism, ecotourism, and family tourism, without neglecting heritage and gastronomy, and boosting sports tourism, events tourism, and professional and congress tourism,” it was announced.
