Rental Aid in Vitoria and Euskadi: Options for Young People and Low-Income Individuals

The Basque Government offers various support schemes, specifically aimed at those under 35, to help address the high cost of rent in the region.

Given the rising rental costs in Vitoria-Gasteiz and across Euskadi, the Basque Government has launched several aid programs, primarily targeting individuals under 35, to improve access to affordable housing.

The cost of rent continues to soar in Vitoria-Gasteiz and throughout Euskadi, making it nearly impossible for many to find an apartment for less than 800 euros. This situation poses significant challenges for thousands seeking rental housing. Consequently, various aid programs are available, in addition to the tax deduction applicable in the following year's income tax declaration.
To qualify for these aids, it is essential to have a rental contract and be registered at the property, as this is the only way to prove it is your habitual residence. Without a contract, no aid can be received, leaving both tenant and landlord without legal guarantees in case of conflict.

Gaztelagun is an emancipation aid, with a maximum of 300 euros per month or 60% of the rent.

The Gaztelagun aid is for individuals under 35 and covers a maximum of 300 euros per month or 60% of the rent. Currently, it applies to the rental of entire homes, but in the coming months, it will also extend to room rentals. Requirements include the rent in Vitoria-Gasteiz being less than 800 euros, although this limit is expected to increase to 900 euros soon. Regarding income, a single person must earn less than 28,490 euros annually, and those sharing a flat, less than 34,885 euros. These limits will also increase in the future.
Another option is the Emantzipa aid, aimed at people between 23 and 29 years old. In this case, there is no limit on the maximum rent, and it offers a fixed aid of 300 euros per month for a maximum of 24 months or until reaching 30 years of age. This aid is also compatible with home purchases and with Gaztelagun. Income limits are 30,000 euros for a single person and 36,000 euros if sharing a flat.
For low-income individuals, there is the Economic Housing Benefit, which requires registration with Etxebide. This aid is incompatible with Gaztelagun but is granted for room rentals or co-renting. Up to 300 euros can be received, with weighted annual income limits ranging from 13,000 euros (one person) to 19,000 euros (three or more). It is necessary to have recognized the Subjective Right to Housing.
In addition to these financial aids, the tax deduction for rent in the Income Tax Return generally allows for the recovery of 20% of the rent, up to a maximum of 1,600 euros. For those under 36, this percentage increases to 35%, with a cap of 2,800 euros, also applicable in depopulated areas or for large families. To benefit, a rental contract and payment by bank transfer are essential.
Beyond private rentals, Álava offers public rental alternatives through programs such as Alokabide, Bizigune, and ASAP. To access them, registration with Etxebide is required. Alokabide manages public rental housing through a lottery system, while Bizigune and ASAP aim to bring private homes into the public rental market, offering conditions adapted to different income levels.
