Provincial Council of Álava Allocates 6 Million Euros for Social Housing and Youth Emancipation

This new call for aid aims to increase the public housing supply, especially in municipalities with fewer than 20,000 inhabitants.

The Provincial Council of Álava has approved a new call for aid, totaling 6 million euros, aimed at local entities in the territory for the acquisition and rehabilitation of housing for social and/or protected rental, as well as to promote youth emancipation.

This initiative seeks to increase the supply of public housing, particularly in municipalities with fewer than 20,000 inhabitants, through the purchase and rehabilitation of properties to be used for social or protected rental with public intermediation. It also includes actions designed to facilitate access to housing for young people through rental.
The program outlines three main lines of action: the acquisition of housing for social rental, the rehabilitation of housing for the same purpose, and the rehabilitation of housing or residential facilities to foster youth emancipation. In the latter case, properties with non-residential uses may be included, provided their conversion to housing after intervention is justified.
The call is endowed with a total of 6 million euros, distributed among different lines of action. Of this amount, one million euros is allocated in 2026 for housing acquisition; two million for rehabilitation in the same year, complemented by an additional million in 2027 and another million in 2028; and finally, one million euros is directed to programs supporting youth emancipation, distributed between the current year and the next two fiscal years.
The aid establishes a progressive financing system based on the size of the municipality and the risk of depopulation. Thus, town councils with fewer than 2,000 inhabitants and local councils can receive up to 75% of the subsidy, compared to 50% in larger municipalities. These percentages are supplemented by additional increases of up to 15% in areas with a very high risk of depopulation and an additional 10% for actions incorporating energy efficiency improvements.
The eligible amount is set at a maximum of 800 euros per square meter for housing acquisition and 1,200 euros per square meter for rehabilitation actions. Furthermore, caps per housing unit are established, ranging between 50,000 and 96,000 euros depending on the type of action and the size of the municipality. The deadline for submitting applications will open the day after the publication of the call in the BOTHA and will remain open until June 15, 2026.
