The Basque Council of Public Finances has approved tax revenue forecasts for 2026 and 2027, based on a positive economic and labor market evolution.

The 2026 closing forecast estimates tax revenue from concerted taxes at 21,365 million euros. This figure is 1.1% above the 2026 budget and 5.1% higher than the 2025 closing. This result is attributed to the favorable economic and labor market trends, which have boosted tax collection in Personal Income Tax (6.4% increase) and Corporate Tax (15% increase) compared to the 2025 closing.
For 2027, it is estimated that the Provincial Councils will collect a total of 22,681.7 million euros from concerted taxes. The projected increase is 7.3% higher than the 2026 budget and 6.2% above the 2026 closing forecast.
The Basque Government's macroeconomic framework anticipates a 4.7% nominal GDP growth for 2027, driven by the favorable economic and labor market evolution in Euskadi. Additionally, an extraordinary VAT revenue is expected, aligning the fiscal forecast with the projected economic growth and other methodological variables.
The contributions of the Provincial Councils to the Common Institutions for 2027 have been set at 15,125 million euros, distributed according to the following coefficients: 16.11% for Álava, 50.37% for Bizkaia, and 33.52% for Gipuzkoa.
The forecast for the General Adjustment Fund for 2027 amounts to 203 million euros. The Basque Government will finance 70.81% of this fund, with the Provincial Councils covering the remaining 29.19%. This fund will be provisionally distributed between Álava (137.6 million euros) and Gipuzkoa (65.5 million euros).
Regarding the System for Autonomy and Dependency Care (SAAD) funding, the Agreement of the Mixed Commission of the Economic Agreement dated July 9, 2026, has significantly modified the framework for state funding in Euskadi concerning dependency, establishing a new, stable financing route.
An interinstitutional working group will be created to analyze the current situation and propose an agreement to update the distribution model for state funding of the SAAD among Basque institutions. Provisionally, until this agreement is reached, the complementary state funding will be distributed as established in the July 9, 2026 agreement.
