The Linguistic Rights Observatory and several families and citizens from Trebiñu have urged the Government of Castile and León to guarantee the right to learn and teach in Basque, warning that the Basque language line in the nursery school is at risk.

In a press conference held on April 14, 2026, the Linguistic Rights Observatory and residents of Trebiñu emphasized that the Castile and León Administration has an obligation to take measures to guarantee the right to learn and teach in Basque. They expressed concern about the administrative obstacles encountered in providing Basque language education in the territory.
A clear example of this situation is the Basque language line in the nursery school, the only one offered in Trebiñu, which is now at risk after the competencies were assumed by the Department of Education of Castile and León. June Astegieta, speaking on behalf of the citizens, stated that "although the line is maintained in principle, we do not know how all this may affect the teaching of Basque in the nursery school in the future".
For her part, Agurne Gaubeka, director of the Observatory, recalled that the Spanish Government has signed the European Charter for Regional or Minority Languages, and that the commitments undertaken through this document should also be fulfilled by the Administrations of Castile and León. According to her, under this principle, the government has the "obligation" to promote Basque language education and guarantee the linguistic rights of citizens.
The Council of Europe issued several recommendations to the Spanish Government for the fulfillment of this charter, including clarifying the situation of Basque in the community of Castile and León and developing a plan to promote Basque language education together with the Trebiñu city council and the community. However, in 2021, the courts annulled the Basque language plans in force in the territory, using the argument that the language is not official in Castile and León.
They have urged the administrations to fulfill the commitments made, promote initiatives to foster the Basque language, and guarantee "all necessary personal and material resources" for Basque language education in the nursery school.
