La Vuelta a España organization has granted Vitoria-Gasteiz the 'Más bici' (More Bike) seal, an award given to cities and towns that have hosted a start or finish of the race and have demonstrated a dynamic and positive commitment to promoting cycling.
Boja Rodríguez, the Councilor for the Environment, stated that the ‘Más bici’ seal represents "another milestone in our journey for the bicycle", not only for the prestige it brings to the external projection of urban cycling culture policies but also as an "internal self-assessment tool" to gain a comprehensive view of local cycling promotion and identify areas needing further development.
In terms of work areas, Vitoria-Gasteiz received three bicycles (the seal's valuation indicator) for governance, three for infrastructure, four for services and education, three for sports, and two for tourism. The seal's criteria allow for evaluating the progress each city has made in its cycling policies.
According to La Vuelta's evaluation, the city is "a vanguard reference in large-scale sustainable mobility, supported by robust infrastructure, pioneering governance policies, and a clearly outstanding and exemplary position in services and education."
The reasoning behind this award also highlights that "Vitoria-Gasteiz's territorial model successfully integrates daily transport, school education, cycle logistics, grassroots sports, and the projection of its Green Ring. The evolution of this advanced ecosystem is oriented towards the qualitative optimization of the urban infrastructure network, the democratization of bicycle use among new groups, and the specialization of services aimed at attracting cycle tourism. This transversal vision solidifies its technical leadership and guarantees a cohesive environment with a high quality of life."
The Basque capital has a consolidated track record of recognition from other cycling authorities. In 2025, it was included in the Copenhagenize Index among the top 30 cities, ranking 27th out of 144 evaluated and pre-selected cities, becoming the leading Spanish city in this prestigious global ranking. Previously, in 2023, Vitoria-Gasteiz received the Tour de France's ‘Ville à Veló’ award, achieving the maximum score (four bicycles) after hosting a stage start.
