The Salburua neighborhood in Vitoria-Gasteiz will add 162 new Publicly Protected Housing units for rent by 2029, through a project promoted by the Basque Government and the City Council. This development, promoted by Visesa and managed by Alokabide, has a construction budget of 19.1 million euros and will feature one, two, three, and four-bedroom homes. This action is part of the first agreement between the Basque Government and the Vitoria-Gasteiz City Council, which contemplates 1,002 homes, of which two-thirds (705) are already a reality: 318 delivered and 387 under construction.
The Minister of Housing and Urban Agenda, Denis Itxaso, announced that a second agreement, which contemplates 1,250 more homes, is "in the processing phase" and "will be signed in early 2027". Between both agreements, one in five young people seeking rental housing in the capital of Álava will be accommodated.
This new development in the Arkaiate-Salburua neighborhood is expected to be completed "by late 2028" and will be handed over to its awardees "in early 2029". Of the first agreement's 1,002 homes, 318 have already been completed and delivered, and another 387 are under construction. The remaining 297 correspond to developments with awarded projects whose construction tenders will be activated in the coming months.
The second agreement, currently in processing and scheduled for signing in early 2027, contemplates another 950 homes, mainly in Zabalgana, and could be supplemented with 250 and 300 endowment apartments on land in Zabalgana and Lakua-Ibaiondo, bringing the potential reach of the new agreement to approximately 1,250 new residential resources.
The mayor, Maider Etxebarria, emphasized that "the complexity of the housing problem demands decisive and stable public policies that respond to the tensions of the free market". She added that Vitoria-Gasteiz must continue to be "the spearhead of affordable housing construction in Euskadi".
The development will take place on a plot in Sector 12 of Arkaiate-Salburua, with a construction budget of 19.14 million euros. The building will be U-shaped, with five entrances, and will have eight floors on the east and west arms and seven on the south. The homes will range from one to four bedrooms, with usable enclosed areas between 42.69 and 106.77 square meters.
According to updated Etxebide data, 18,681 cohabiting units are registered and seeking protected housing in Vitoria-Gasteiz, of which 87.6% prefer it for rent. The two agreements promoted, with 1,934 pending homes, will allocate 967 (50%) to the quota for those under 36 years old, potentially meeting 20% of the registered youth demand.
