Following the summer break, the mayor highlighted the need to "accelerate" and "bring ongoing projects to fruition," appealing for responsibility and agreement during this "phase of momentum." "Now is when the opposition must demonstrate its focus on municipal matters, not electoral ones," Etxebarria stated.
Etxebarria recalled that Vitoria-Gasteiz is "the city of yes," and that thanks to agreements reached by the municipal government, budgets, tax ordinances, and a new General Urban Planning Plan have been approved. The Goya gas station project was also unblocked, millions were allocated to building rehabilitation, and protected housing promotion was boosted, among other achievements.
Housing will be one of the major objectives in the coming months. The mayor announced that in early 2027, a second agreement with the Basque Government will be signed to construct an additional 1,200 homes. Furthermore, the Ground Floor Housing Ordinance will be developed, facilitating the conversion of commercial spaces into residences and expanding the housing supply.
Regarding public space, the municipal government prioritizes completing the works of the Plan Zaramaga, which are transforming the neighborhood and improving residents' quality of life. The renovation of General Álava street, carried out by Euskal Trenbide Sarea, will also be concluded. Additionally, updates to Portal de Legutiano and San Antonio streets will be undertaken.
In the services sector, Etxebarria highlighted the full deployment of the new cleaning and waste collection contract, which will incorporate new machinery to enhance street cleanliness. Mobility agents will also be created, freeing up Local Police resources to bolster citizen security.
Another key objective, pending new agreement, is the Civic and Public Space Respect Ordinance, stemming from direct contact with residents and the need for "more deterrent" sanctions. Agreements are also needed for the Taxi and Animal Welfare and Ownership ordinances, as well as the PERI for the Medieval Quarter. Etxebarria expressed "moderate optimism" regarding the latter and hopes to reach an agreement. She also noted the negotiation of the legislature's final budgets and tax ordinances.
In conclusion, the mayor reiterated the municipal government's commitment to fulfilling its promises to citizens. "Regardless of upcoming elections, the responsibility of governing transcends any electoral calendar. We will maintain an open hand, constant dialogue, and the pursuit of useful agreements for the city."
