The International Families Congress, held at the Europa Palace in Vitoria-Gasteiz, focused its discussions on emotional well-being, resilience, and family conflict management, drawing over 400 participants.

The second and final day of the event brought together prominent experts from the psychological and educational fields. The session also featured interventions from the Minister of Welfare, Youth, and Demographic Challenge and the Deputy Minister of Youth and Demographic Challenge of the Basque Government.

The Minister highlighted the success of the congress and announced its repetition in 2027. She reviewed key milestones in Basque family policies, such as birth support measures (0-3 years), which by April had reached 40,386 children and 38,163 families. Additionally, she mentioned the new certificate for single-parent families and the 940 million euro budget allocated to support the hiring of caregivers for children under 14 years old.

Deputy Minister of Youth and Demographic Challenge
The Deputy Minister placed the emotional health of families at the center of the institutional agenda, advocating for shared responsibility among the administration, the third sector, and society. He noted that the Zeuk Esan service has handled over 2,200 consultations so far in 2025, with 40% related to psychological distress. He also presented the planned launch of the Family Act program for 2026 and digital support initiatives like the Internet in Family Guides and the Mobile-Free Family Day, already held in Gasteiz and Bilbao, and scheduled for Donostia on Saturday.
A doctor in Psychology and Health Sciences emphasized the importance of family as an unassailable institution, warning about the impact of job instability on decisions to have children and the deterioration of youth mental health. The significance of resilience was also highlighted, defined as an individual's capacity to develop a resistant personality in the face of adversity. Experts advocated for emotional education as a science, stressing the importance of training the five emotional competencies.
