The Governing Council has approved the collaboration agreement between the Basque Government's Department of Housing and Urban Agenda and the Zarautz City Council to promote the construction of 230 new homes and endowment apartments in the Irita area. This project, a key public housing initiative in the municipality and one of the largest public rental developments in Gipuzkoa, will feature 130 public protection homes (VPO) for rent and 100 endowment apartments (AD) on a rotational basis for five-year periods. The project has an estimated investment of 34.6 million euros and is slated for completion by 2030.
Furthermore, an addendum to the agreement with the Azkoitia City Council and Azkoitia Lantzen has been authorized to advance the promotion of 111 social housing units on four plots in Txalon Erreka.
To foster the Basque Social Economy ecosystem, two subsidy calls have been approved, totaling 4.46 million euros for 2026. The main call, with 4,025,000 euros, will promote the creation of new cooperatives and labor societies, while the second, with 440,000 euros, will support technical assistance to enhance the management and competitiveness of existing entities.
A direct grant of 1.25 million euros has been awarded to the Ikerbasque Foundation to strengthen the Basque Quantum (BasQ) strategy, aiming to enhance Euskadi's capabilities in quantum technologies and establish an international reference hub.
With 330,000 euros, 190 Ikasiker scholarships have been announced for the 2026-2027 academic year, designed to introduce university students to research and allow them to collaborate with research groups.
The Health Systems Research Institute – Biosistemak will receive 26,250 euros to develop a Basque strategy for monitoring and controlling antimicrobial resistance (RAM) under a "One Health" approach.
A total of 1.15 million euros will be allocated to support projects focused on human rights, peace, and democratic coexistence, driven by local entities and non-profit organizations. Of this amount, 250,000 euros are designated for municipalities and local bodies, and 900,000 euros for non-profit private entities.
The call for the René Cassin Human Rights Award 2026 has been approved, recognizing individuals and entities for their contributions to human rights promotion with a prize of 25,000 euros. Participation has been extended to include foreign entities.
The Gogora Institute for Memory, Coexistence, and Human Rights will allocate 80,000 euros to the production of documentaries on Euskadi's democratic memory, spanning from the Civil War to the present day.
Subsidies amounting to 100,000 euros have been approved for non-profit organizations engaged in universal information, awareness, and prevention activities related to pathological gambling in 2026.
The association Enkartur will receive funding for the industrial tourism project "Rialia 20", celebrating the 20th anniversary of the Rialia Museum of Industry, with a budget of 240,000 euros.
Finally, a direct grant of 75,000 euros has been approved for Eusko Trenbideak – Basque Railways S.A. to fund commemorative and promotional activities for the centenary of the Larreineta Funicular.
