The General Urban Planning Plan (PGOU) for Zumaia was provisionally approved in April's plenary session with the votes in favor of the EH Bildu governing team. Conversely, EAJ-PNV and PSE-EE voted against the proposal.
The EAJ-PNV municipal group stated that their vote against was due to the proposed urban model not meeting the medium and long-term needs of the municipality. The jeltzale party believes the document does not offer an adequate response to the current housing crisis and that the plan's projected validity, supposedly eight years, is «insufficient».
On the other hand, in response to the statements made by the EAJ-PNV municipal group, EH Bildu has accused the jeltzale party of spreading «incorrect data» and «self-serving messages» regarding the urban planning process and the housing situation in the municipality.

EH Bildu claims that, in recent months, the PNV has launched «a communication strategy based on videos and statements that sometimes deliberately conceal the truth, and in other cases, directly spread falsehoods».
Regarding the number of homes planned in the PGOU, EH Bildu rejects the PNV's assertion that the plan limits residential growth to 680 homes. They explain that the document allows for the construction of up to 800 homes, a figure that could reach 1,090 through specific urban developments.
