Osakidetza opens registration on Monday, November 2nd, for the third phase of the 2023-2024-2025 OPE, adding 42 new categories. Exams will be held from February 2027, with a total of 5,425 positions offered.

Osakidetza will open registration for the third phase of the 2023-2024-2025 OPE on Monday, November 2nd, following the publication of its specific bases in the Official Gazette of the Basque Country (BOPV) today, October 30th. This time, applications will be accepted for 42 professional categories, and exams will commence from February 2027. The date, time, and location of the tests will be announced in January.
The public employment call launched this year by the Basque Health Service is being developed in several phases and offers a total of 5,425 positions across 107 professional categories, the highest number ever offered in an ordinary call.
Registration can be completed on the Osakidetza website from November 2nd to 27th, until 2:00 PM. As in previous phases, Osakidetza will provide candidates with the set of questions corresponding to their registered category, along with the reference bibliography.
One of the main novelties of this call is the implementation of a single multiple-choice test. This test combines theoretical and practical components, if applicable. Furthermore, candidates who pass the opposition phase will be able to retain their score for the next selection process convened in the same category.
The opening of this third phase coincides with the start of the second phase's exams, for which 21,408 people registered to compete for positions in 41 professional categories. The categories with the most registered individuals were Specialist Technician in Radiodiagnosis, with 2,788; Intermediate Technician in Administration and Management, with 1,735; and Social Worker, with 1,720. The tests will be held on November 6th, 7th, 8th, 21st, and 22nd at the Aulario Las Nieves of the EHU in Vitoria-Gasteiz, and on November 27th at the Bilbao Exhibition Centre (BEC) in Barakaldo.
The first phase, which included nine high-volume categories such as Nursing, Auxiliary Nursing Care Technician, Porter, and Administrative Assistant, surpassed 101,000 registrations and held its exams in June.
A further step towards employment stabilization. The 2023-2024-2025 OPE, the largest ordinary call in Osakidetza's history, is part of the commitments of the Basque Health Pact, which recognizes professionals as a fundamental pillar of the public health system and prioritizes employment stability. Consolidating stable workforces is essential to guarantee continuity of care and public, accessible, quality healthcare for all citizens.
