The Basque Government will allocate €499,500 to Adaka, S. Coop. to develop a pilot project supporting individuals experiencing severe residential exclusion in Bilbao.

A significant portion of homelessness situations in the Basque Country are concentrated in Bilbao, affecting a total of 852 people according to the VII Study on the Situation of People in Severe Residential Exclusion in Euskadi. The pilot project aims to develop and validate an integrated intervention model, combining access to residential solutions, personalized support, and socio-labour integration.
The subsidised program aligns with the objectives of the Basque Social Services System, targeting individuals in situations of homelessness or severe residential exclusion through comprehensive intervention that combines residential stability, personalized support, and a socio-labour pathway, promoting principles of proximity, community care, personalization, and social inclusion.
Adaka, S. Coop. is a social initiative cooperative dedicated to social intervention. For this pilot project, it will receive €499,500, distributed as €299,700 in 2026 and €199,800 in 2027.
This project also aligns with the main axes of the II Basque Strategy against Severe Residential Exclusion 2024-2028, which prioritizes homelessness prevention, the exercise of rights, improving the quality of care resources, and cooperation between public and social agents.
