The General Assemblies of Gipuzkoa have requested the Provincial Council to engage in the negotiation of the labor agreement for elderly care homes. This request was formalized through a resolution approved in a plenary session, with the support of the PNV, PSE, and PP groups. The objective is for the provincial institution to contribute to resolving this conflict by promoting mediation meetings, both bilateral and parallel, with union representatives and employers, to foster dialogue and reach a broad agreement.
Furthermore, the assembly groups have urged the Provincial Council to «contribute to the advancement of collective bargaining and the achievement of a collective agreement for the sector in Gipuzkoa, promoting that the negotiating parties reach an agreement with the broadest possible support». Another agreed point demands ensuring, within elderly care homes and day centers, «compliance with the labor conditions required by current legislation and the social clauses applicable in public procurement».
Care and residences are not a business.
While the proposal, presented by the EH Bildu assembly group, was being debated, a group of residence workers from the territory gathered outside the General Assemblies to protest, stating that «care and residences are not a business». During the concentration, ELA officials recalled that the conflict in Gipuzkoa's residences and day centers «has already lasted more than 155 days of strike». They pointed out that, although negotiations began in January of last year, there is no proposal regarding the central element of precariousness directly affecting almost half of the workforce, as employers have not implemented any measures concerning part-time work during this period.
According to ELA representatives, «the figure grows year after year, and today almost half of the workers have involuntary part-time contracts». They warned that «the decline in working conditions worsens the service to residents, with decreasing ratios, increased workloads, or staff rotation». Finally, ELA has asked the provincial institution «to finally assume its responsibility in the negotiation of the agreement and to participate in the negotiating table on April 23».
