Elorrio Advances Towards Designation as Stressed Residential Market Zone

The municipal plenary approved the request, which includes a diagnosis and action plan submitted to the Basque Government's Department of Housing.

The Elorrio City Council has taken a significant step in the process for its designation as a Stressed Residential Market Zone, following approval at the plenary session held on March 26.

The measure received favorable votes from EH Bildu and Podemos-Ahal Dugu, with the abstention of the PNV. As part of this procedure, the Elorrio City Council has submitted a detailed diagnosis and an action plan to the Basque Government's Department of Housing.
This request is supported by the Housing Observatory's report, published in April 2025, which concludes that the municipality meets the criteria for being declared a stressed zone. According to this diagnosis, the housing market in Elorrio does not guarantee access under reasonable conditions, showing a structural imbalance.
The action plan comprises 26 measures organized into four main pillars: promotion of accessible rental housing, rehabilitation of the housing stock, a system of aid and subsidies, and institutional coordination. These documents are available on the municipal website. The plan includes actions already underway and others that can only be implemented if the stressed zone is officially declared.
