Through this innovative project, the Town Hall takes a further step to become a proactive "travel companion," significantly reducing the bureaucratic load that non-profit associations face in their daily operations.
This new service will be provided by the company GOAR Aholkularitza. The initiative stems from a diagnosis based on data collected from a questionnaire distributed to associations before the summer, aiming to understand the initial reality and true needs of local stakeholders firsthand. This analysis has provided a detailed snapshot of the associative network.
The 25 associations that actively participated in this questionnaire will now have the exclusive opportunity to join this pilot program. However, the initiative will not stop there: upon completion of the 2026-2027 academic year, the questionnaire will be re-sent to all other associations, ensuring that all entities in the municipality have the chance to benefit from the service.
The technical assistance offered by the advisory service will be divided into two main phases: the first, focusing on urgent needs (September to December), will cover updating statutes, obtaining digital certificates, preparing general assemblies, and submitting annual accounts and minutes. The second phase, in the first half of 2027, will address complementary procedures including economic management, fiscal and labor obligations, legal protection (GDPR/LOPD), protocols for child protection (LOPIVI), and management of civil liability and volunteer/participant insurance.
In recent years, legal obligations have increased exponentially, causing fatigue among the volunteers of the Boards of Directors and a notable lack of generational turnover. This service, along with a digital guide created within the process, offers a structural solution to these problems, allowing associations to dedicate their time to their true purpose (culture, sports, or social action) without getting bogged down in administrative procedures.
In the coming days, the next steps will be defined with the selected 25 associations, addressing their individual needs and establishing the foundations for the future expansion of the service to the entire network.
