The process to improve one of the access roads to the area known as El Abanico de Plentzia –Isuskiza Urbanization, where more than 1,000 people reside– has taken a new step forward. After a decade of neighborhood struggles to ensure road safety in the area, a meeting between representatives of the City Council (now controlled by EH Bildu), the engineering firms involved, and the community of property owners has finalized some of the technical solutions to be applied. The intervention stems from a sentence issued in 2020 that obliged the local government to repair the road, which had been closed for four years since 2016 due to its poor condition.
While the project is being defined, the situation on the ground continues to be affected by stability problems. A landslide has forced the closure of an exit lane on Isuskitza Bidea street for the past two weeks. To mitigate the impact, traffic was diverted through a private road until adequate signage is in place.
Currently, the drafting of the action plan is underway, with delivery scheduled for May. The aim is to ensure sufficient width for minibus traffic, delineate space for sidewalks, and prepare the area for future installations or services such as streetlights.
Therefore, starting next month, the administrative phase will open before the commencement of works, which will include municipal approval and authorizations from bodies such as URA, the Basque Government's Department of Environment, or the Provincial Council's Department of Infrastructure. In parallel, «any necessary expropriations to adjust the layout will be processed,» as indicated in the roadmap followed by the local Executive.
This progress comes after completing previous technical work. The topographic study was delivered two years ago, while the geotechnical study, crucial for defining solutions, was delayed last year due to deficiencies in the initial reports presented by the awarded company. The Plentzia Government rejected two versions of the document due to technical non-compliance before its final validation. Additionally, as part of this process, the Consistory also resolved the file on the ownership of the accesses, determining that the main one –located closer to the urban core– is public, while the other –named Dos Palmeras– belongs to the urbanization.
