The countdown to this year's tax campaign has begun. This coming Wednesday, April 17, the same day the campaign officially starts, draft tax returns prepared for all taxpayers in Bizkaia will be available for consultation on the electronic headquarters of the Provincial Council. On the same day, the mailing of letters containing the proposed tax results and representation keys will also commence via ordinary post.
The campaign will run from April 17 until June 30, spanning a total of 77 days. As in previous years, three channels will be available for each resident of Bizkaia to choose the one that best suits their needs: digital, via the website www.bizkaia.eus/renta or the Renta Bizkaia Errenta app; telephone, by calling 946083000; and in-person, at the 12 offices of the Foral Treasury and Gertu service of the Provincial Council. Prior appointments for processing declarations at these offices can already be requested on the campaign's website and by calling 944066600.
“"We maintain our commitment to personal attention, both in-person and by telephone."
To process the declaration by phone, in offices, or online, especially for joint declarations, it is advisable to have the letter that taxpayers will receive starting Wednesday. This letter provides information about their declaration and includes both an identification key and a code to activate a Bak key, should they not have a digital identification method.
A total of 420 people will be exclusively dedicated to answering questions and assisting in the preparation of declarations during this campaign. Specifically, an additional 200 people will be hired to staff the telephone assistance service, and the 46 individuals who joined last year will remain within the Treasury's structure, having handled preliminary campaign tasks and now transitioning to taxpayer assistance. They will be joined by the Treasury's own staff.
The Deputy of Finance also highlighted that the preparation of this campaign has been "more complicated" internally, due to new deductions stemming from the tax review that will be applied to taxpayers. "We have had to incorporate hundreds of new rules derived from the tax review: 30% of the IT rules have been modified," she specified. "This has meant more programming work, more validations, and extra coordination from our teams."
The ability for most taxpayers to submit their declaration with a simple click on their computer or mobile phone has required "months of work" from the department's technicians, to whom she extended her gratitude. "It is a task unknown to most but fundamental for Bizkaia's IRPF management model, recognized and awarded as an example of administration without bureaucracy, to become increasingly agile and user-friendly, and to function ever better."
In addition to the new tax deductions, this campaign introduces several operational novelties. Firstly, although it was new last year, a substitute declaration can be submitted within 24 hours following the initial submission, allowing taxpayers to replace it and receive a refund within seven days. Secondly, with the aim of determining reference prices for strained areas, both landlords and tenants will be asked for the identification of the property, in addition to the rental amount.
