The Governing Council has given its approval to the call for youth emancipation aid for the year 2026. This year's Emantzipa program, promoted by the Department of Welfare, Youth and Demographic Challenge, has an allocation of 36,250,000 euros, distributed as 13.9 million in 2026, 15 million in 2027, and 7.35 million in 2028.
During the press conference following the Council meeting, the Department of Welfare, Youth and Demographic Challenge highlighted that the aid maintains a monthly amount of 300 euros per beneficiary, for a maximum of 24 months, provided that the established requirements are met. It was specified that young people with annual incomes exceeding 3,000 euros and below 30,000 euros will be eligible for this benefit, or up to 36,500 euros in cases where taxation is joint with a spouse or common-law partner. Furthermore, the age range has been expanded to include individuals between 23 and 29 years old, thereby increasing its reach among the young population.
The application period for these aids, aimed at facilitating access to housing, will open on May 12 and remain open until November 30, 2026, unless the available credit is exhausted earlier. Applications can be submitted electronically or in person at Zuzenean offices and other designated locations.
In 2024, 8,286 applications were registered and 6,846 aids were granted; by territories, 1,260 corresponded to Araba, 4,225 to Bizkaia, and 2,801 to Gipuzkoa. In 2025, applications rose to 3,929 and granted aids to 2,754, with 636 in Araba, 2,043 in Bizkaia, and 1,250 in Gipuzkoa. Overall, Basque Government documentation estimates 39 million euros in resources dedicated to supporting youth emancipation. In March 2025, the Executive reported that over 6,173 young people had already benefited from these aids, mostly linked to rental, as part of the program's initial rollout.
