The objective of this program is to enable homes in municipalities with fewer than 20,000 inhabitants to meet the necessary conditions for habitability, accessibility, conservation, and energy efficiency. This will allow them to enter the rental market with the support of the Foral Council.
The subsidies will cover conservation and habitability works, accessibility improvement actions, interior renovations linked to good construction practices, and energy efficiency upgrades. Associated rehabilitation costs, such as technical fees, licenses, taxes, and non-recoverable levies, in addition to the material execution of the works, may also be subsidized.
Generally, the aid will cover 20% of the eligible expenses, with a maximum subsidy of 15,000 euros per dwelling. If the rehabilitation includes energy efficiency measures, the percentage will increase by three points, and the maximum aid could reach 17,250 euros.
The subsidized works must be fully completed before June 30, 2027. Once the work is finished, the foral technical services will inspect the dwelling to verify that it meets the required habitability conditions. Subsequently, an application must be submitted for its inclusion in the housing rental guarantee program.
