The Provincial Council of Álava, the Basque Government, and the Vitoria-Gasteiz City Council are working to create a coordinated transport system through the Álava Mobility Authority.

Currently, passengers traveling from outside Vitoria-Gasteiz face disconnected systems and fares between Alavabus, Tuvisa, the BEI, and the tram. This lack of coordination complicates transfers and discourages the use of public transport in favor of private cars.
The General Assemblies of Álava have backed the continuation of the Álava Mobility Authority (AMA). The goal for 2026 is to lay the foundations for a future consortium that enables real fare integration, making transfers easier and more affordable for users.
The initiative aims to transform mobility in the region by making the system more logical and efficient. The current priority is to provide the AMA with a solid legal structure and to advance the integration of fares across all public transport operators.
