The original motion did not pass. Instead, an amendment by PSE and PNV was approved to address this matter within municipal equality policies. The text passed with votes from PSE, PNV, and PP. EH Bildu voted against, and Elkarrekin abstained.
EH Bildu proposed creating a specific project, developed with associations and collectives, to recognize individuals, groups, and movements that have paved the way in defending rights and freedoms. Rocío Vitero linked the proposal to June 28th and the need for this memory not to be excluded from the city's narrative. The initiative did not mandate a single format and could have resulted in a publication, conferences, documentaries, public space recognitions, or other actions.
The municipal government argued that Vitoria-Gasteiz is not starting from scratch and already has plans, programs, and materials related to sexual and gender diversity. PSE and PNV advocated for continued work through tools like the Agenda ARA, the V Plan for Gender Equality, and the Equality Service programs. This broader, less specific approach than EH Bildu's ultimately received majority support from the council.
Elkarrekin shared the core of the original motion and considered EH Bildu's proposal clearer. Garbiñe Ruiz argued that recovering this memory is a way to recognize those who fought to live freely in a city that was not always easy for LGTBIQ+ individuals. The PP, meanwhile, supported the PSE and PNV amendment. Aitor González defended the recognition of LGTBIQ+ individuals and collectives but rejected presenting disagreements on how to approach the issue as a questioning of their rights.
The debate follows a year marked by discussions over the acronyms used by the City Council in its institutional statements. In 2025, Vitoria-Gasteiz experienced controversy over the exclusion of the 'Q+' in the text for June 28th. Two separate declarations were approved then, one with the LGTBIQ+ formula and another with only LGTBI. The issue resurfaced this year on May 17th, the International Day Against LGTBIfobia, when Berdindu shifted from a text with LGTBIQ+ in 2025 to one with LGTBI in 2026. Following that controversy, Lumagorri formally requested the City Council to incorporate the 'Q+' into the 2023-2030 Equality Plan.
