Esan union denounces 'irregularities' in the appointment of an Azpeitia Local Police sub-officer

The Esan union has reported alleged irregularities in the appointment of a sub-officer for the Azpeitia Local Police and has requested the City Council to provisionally suspend their duties pending resolution of the procedure.

The Esan union has formally challenged the appointment of a sub-officer for the Azpeitia Local Police, arguing that there are «serious indications» of irregularities, «lack of transparency, and a possible preferential treatment» in the selection process. According to the union, the appointed individual may not meet the requirements stipulated in the call for applications, as they allegedly come from a different scale that, in the union's interpretation, did not qualify them to participate in the selection process.
Esan claims that other officers were unable to apply precisely because they did not meet this requirement, while the City Council allowed this individual's participation and subsequent appointment. In the union's view, this could constitute «unjustified differential treatment» towards a specific candidate.
Furthermore, the union questions the lack of public record for the mandatory and eliminatory training accreditation from the Basque Police and Emergency Academy, which is an essential requirement to attain sub-officer status. It also notes that it has no record of the official publication of the definitive resolution for the appointment as a career civil servant of the Azpeitia City Council.

The City Council, for its part, has defended the legality of the procedure, stating that the appointment to the sub-officer position of the Local Police «was carried out following current regulations and all established procedures». The Council explained that the call and the bases for filling the position by free designation were approved by a Mayoral resolution on March 18, 2021, and that this resolution was published on the municipal website, in the Official Gazette of Gipuzkoa, and in the Official Gazette of the Basque Country.
The City Council concludes by reaffirming that all its administrative actions in this matter have been conducted with «transparency and total legality».
