As reported by the Basque Government, this meeting will take place this afternoon at the Donostia City Hall and will be attended by the Minister of Security, Bingen Zupiria, the Mayor of Donostia, Jon Insausti, and the Deputy General of Gipuzkoa, Eider Mendoza, along with representatives from various organizations, associations, and companies in the Gipuzkoan capital.
The Basque Security Forum was launched in July 2025 and, over the past year, has held 33 meetings distributed across different regions of the Basque Autonomous Community. In these sessions, the Department of Security, through a participatory dynamic, has listened to citizens' concerns and reflected on future challenges from an integral security perspective.
The forum has convened in regions such as Añana, Gorbeialdea, Tolosaldea, Durangaldea, Llanada Alavesa, Txorierri, Hernani, Urdaibai, Urola Garaia, Uribe Kosta, Urola Medio, Vitoria-Gasteiz, Ibaizabal, Bidasoa, Mungialdea, Goierri, Debagoiena, Meatzaldea, Rioja Alavesa, Montaña Alavesa, Oarsoaldea, Bilbao, Aiaraldea, Urola Kosta, Lea-Artibai, Margen Izquierda, Debabarrena, and Enkarterri, as well as a special meeting with young people.
A total of 979 people have participated in the 33 meetings held. The representation breakdown is as follows: 34.5% from institutions, 18.9% from associations and citizens, 14.4% from the Basque police (Ertzaintza and local police), 15.8% from companies, 7.8% from the educational sector, 7.5% from the socio-health sector, and 1.1% from justice.
The main concerns raised during the meetings related to security have been citizen safety and the loss of values, as well as drug consumption and trafficking. Specifically, citizen safety accounts for 37%, crisis of values for 20.8%, drug consumption and trafficking for 13.7%, self-protection culture for 6.8%, gender-based violence for 6.7%, cybercrime for 6.7%, disinformation for 4.6%, climate threat for 1.3%, and other issues for 2.5%.
The diagnoses gathered from the Basque Security Forum meetings will serve as a basis for developing the Integral Security Plan of the Basque Country 2026-2030, currently being drafted by the Department of Security of the Basque Government and expected to be ready by the end of the year.
