Bilbao and San Sebastián propose joint bid for 2030 World Cup hosting

The unified proposal from Basque institutions, featuring San Mamés and Anoeta stadiums, has been submitted to FIFA.

The Basque Government, the Provincial Councils of Bizkaia and Gipuzkoa, and the Municipalities of Bilbao and San Sebastián, in collaboration with Real Sociedad and Athletic Club, have submitted a joint bid for a co-hosting arrangement for the 2030 Football World Cup to FIFA.

A joint candidacy for the cities of Bilbao and San Sebastián has been presented, taking into account the San Mamés and Anoeta football stadiums. The institutions stated that, "after thoroughly analyzing FIFA's strict requirements, prioritizing the general interest, and with the intention of acting from a popular perspective, we have decided to move forward in the selection process," based on a list of conditions set by FIFA.
Following FIFA's calendar and after conducting the necessary investigations and analyses, the institutions have sought to prioritize the general interest and popular vision when making decisions, agreeing with the requirements and conditions set by the organization. The proposal has been outlined in seven points.
The institutions have been working for four years to become a host for the 2030 World Cup. In 2022, in view of several significant requests from FIFA, they developed general conditions and in 2024 sent a document to FIFA indicating aspects that could not be undertaken by a single host, such as high economic costs, demands for hosting international events, the need to modify the regulatory framework, the obligation to make new stadium investments, the non-use of the Basque language, the prohibition of other events in the host cities during the competition period, and certain exclusive rights for the organizing company.
In March 2026, FIFA representatives visited the San Mamés and Anoeta football stadiums. Following this visit, the institutions conducted an in-depth analysis of the implications of accepting all the requirements for both stadiums to be host venues.
As a result of a process of communication between the two potential host locations, the institutions have decided to present a single budget to FIFA, which would include the aspects they would be willing to undertake, featuring two stadiums (San Mamés and Anoeta) for the phase to be organized in groups in 2030, with two matches played in each football stadium. The Basque institutions understand that not proceeding would cause harm to Basque society in general.
It is the firm intention of the Basque institutions for San Mamés and Anoeta to be host venues for the matches of the FIFA 2030 World Cup. They are now awaiting the response from the organizing company to this proposal.
Finally, the institutions have reiterated their commitment to working in a coordinated manner and in favor of the general interest, to prepare the documentation required by FIFA with the utmost seriousness and rigor, and to conduct negotiations between the candidacy and the organization with the necessary discretion.
