The agreement, signed on July 20 at the Health Sector Table, aims to ensure the sustainability of the public health system by addressing recent challenges in recruiting and retaining specialist medical staff.
Key measures include changes to the on-call duty system, adjustments to productivity bonuses, and improvements in Primary Care. A joint monitoring commission will be established to meet quarterly and evaluate the progress of the agreed commitments.

The Basque Government emphasized that this proposal prioritizes collective bargaining over confrontation. They also clarified that this agreement does not limit improvements for other groups, as negotiation channels remain open for all healthcare professionals.
