Tenth Anniversary of the Social Third Sector Law Celebrated in Euskadi
The Basque Parliament hosted an event highlighting the sector's growth and its crucial role in social cohesion.

The Basque Parliament today commemorated the tenth anniversary of the Social Third Sector Law in Euskadi, an event that underscored the sector's importance and its contribution to social cohesion.
The event, organized by the Department of Welfare, Youth and Demographic Challenge together with Sareen Sarea, brought together dozens of representatives from institutions and Basque associations. This celebration coincides with Euskadi's Social Third Sector Day.
Currently, Euskadi has 4,259 organizations (1.9 per 1,000 inhabitants), employing 45,624 paid staff and channeling the work of 168,291 volunteers. The economic volume they generate amounts to 2,045 million euros, equivalent to 2.4% of Euskadi's GDP. This figure is above the national average for the Social Third Sector's economic impact (1.4% of GDP). Over the last five years, the sector has experienced constant and sustained growth, with an increase of more than 300 organizations in Euskadi, reaching the current total of 4,259. Furthermore, the number of people involved in the sector has grown significantly, both in employment and volunteering.
Several individuals who participated in the development of the Social Third Sector Law of Euskadi were present at the event. One of them, the current director of the High Inspection Body for Social Services, explained that Euskadi's current social services have been built with the strength of the Social Third Sector. She also recalled that the law approved in 2016 granted the status and legal certainty to strengthen this interaction.
During the event, an individual was honored and received the Sareen Saria 2026 award, in recognition of their career. This person has dedicated a large part of their life to promoting educational leisure, community animation, and social action as tools that contribute to people's development, regardless of age. They have also worked on raising awareness of the educational and social value of educational leisure methodology in Euskadi, supporting and strengthening the organizational development of entities operating in this field, increasing their impact on the community. In recent years, they have carried out several studies on educational leisure. In their speech, this individual advocated for the value of educational leisure against the consumerist leisure model and thanked Euskalerriko Eskautak for all the support received.
Among their main achievements, they were the founder of the scout group in La Florida, Portugalete, and a monitor there between 1966 and 1973. They were the second president of Euskalerriko Eskautak (1985-1989), a federation that brought together scout groups from Araba, Bizkaia, Gipuzkoa, and Nafarroa. They also promoted the Catholic Scout Movement (MSC) at a national level. They founded the scout group Urbegi Bizia, Santurtzi, in 1994. They were named “Honorary Member” at the XLVIII MSC Assembly (2007). Additionally, they co-founded Aisi Hezi Fundazioa in 2007, where they continue to promote the educational value of leisure and conduct studies on educational leisure.
Councillor Nerea Melgosa closed the event, asserting the transformative role of educational leisure and the social cohesion function performed by Euskadi's Social Third Sector.
