The mobilization linked the headquarters of PNV, EH Bildu, and PSE-EE, the three parties that agreed on these criteria within Eudel in June 2025. Erroldarik Gabe Izaterik Ez has also warned of the “non-compliance with current legislation,” which obliges municipalities to register people in situations of residential exclusion, such as those without a home, living in substandard housing, or experiencing homelessness.
Furthermore, it has highlighted the difficulties faced by people with known addresses, such as those residing in homes provided out of solidarity, friendship, or kinship, domestic workers under internal arrangements who are not allowed to register at their workplace, or tenants whose landlords prevent them from registering or charge them for it.
The platform, comprising nearly a hundred social organizations from Bizkaia, has emphasized that registration is a “key” tool for accessing basic rights such as healthcare, education, housing, employment, banking services, or social aid, in addition to serving as proof of continuous residence for social or family integration processes.
