Basauri Council to Demolish Kareaga Goikoa Buildings After Fire

The municipality initiates the demolition process for buildings affected by a January 2025 fire, prioritizing public safety and urban regeneration.

The Basauri Council has taken the first steps to demolish the Kareaga Goikoa 1, 3, 5, and 7 buildings, which are at risk of collapse following a fire.

The Basauri Council has already begun the process to demolish "as soon as possible" the dwellings at Kareaga Goikoa 1, 3, 5, and 7, which have been declared unsafe after suffering a fire in January 2025. A significant initial step involved commissioning the technical demolition project, along with the site management and safety coordination for the four buildings, at a cost of 11,911 euros. The Council anticipates having this document ready by mid-July. Once available, "the demolition contract will be awarded," they announced.
A technical report, prepared by an external engineering firm and validated by the municipal technical services, concluded that following the fire at number 5 Kareaga Goikoa street, there is a "risk of unannounced collapse" in the dwellings of this building as well as those at numbers 1, 3, and 7 located in the same block. Given this situation, "no other alternative is apparent other than initiating a declaration of ruin," the document states.
Considering the condition of these properties, the report also determines that demolition of the four entrances is the only viable intervention. The dwellings have been evacuated since the incident, and pedestrian access on the adjacent sidewalk is prohibited. While the responsibility for the demolition lies with the owners, due to the buildings' state, the Basauri Council will proceed with the demolition subsidiarily and subsequently charge the property owners for the costs. This action is being taken "for reasons of prevention and for the general interest of the Basauritarra citizenry," they justify.
Subsequently, and as outlined in the General Urban Planning Plan, the area around Kareaga Goikoa 1, 3, 5, and 7 can be regenerated, allowing for the construction of the 94 new homes planned for Bizkotxalde. The modification to the PGOU enabling this urban development project was approved by the local council in July 2025, with affirmative votes from EAJ-PNV, PSE, PP, and Elkarrekin Podemos, and an abstention from EH Bildu.
