Elkar-EKIN Lanean Program Continues to Promote Employment for Vulnerable Individuals

Goierri Inclusion Network and Provincial Council are working on a new agreement for 2027-2028, aiming to expand employment opportunities.

The training pathways of the Elkar-EKIN Lanean program, which promotes the employment of individuals in vulnerable situations, are advancing in Goierri, with stakeholders working on the development of a new agreement for 2027-2028.

In the Goierri region, the Elkar-EKIN Lanean program was launched to improve the situation of groups facing difficulties in integrating into the labor market. This initiative, supported by the Gipuzkoa Provincial Council and local municipalities, primarily aims to address the vulnerable circumstances of many migrant individuals.
The Goierri Inclusion Network designs and executes the program's six professional training pathways, established through two-year agreements. The objectives include reflecting on the social and employment integration challenges of various groups, agreeing on effective coordination methods, and launching new employability resources.
Despite a 6% unemployment rate and available job opportunities, certain groups still struggle to enter the labor market. The most common profile is that of a woman, an immigrant, over 40 years old, with basic education, and sometimes facing language barriers.
The arrival of immigrants continues to rise in Gipuzkoa, where one in ten residents holds foreign nationality. Furthermore, nearly half of the unemployed individuals have been out of work for over a year, significantly increasing the challenges of re-entering the job market.
In Goierri, the inclusion network aims to train 88 individuals within two years and integrate at least thirteen into the labor market. To achieve this, they will continue awareness efforts with regional companies, offer official training (professional certificates), facilitate transversal training and company internships, and provide ongoing support throughout the process.

Luis Alfonso, a Venezuelan doctor, and Loverth Avenbuan, a single mother from Nigeria, are among the program's beneficiaries. Luis has obtained a certificate in the socio-health field, and the training has aided in regularizing his status with the goal of practicing medicine. Loverth has focused on improving her Spanish, math, and digitalization skills to secure decent employment, potentially as a cleaner or caregiver.
The program not only provides professional training but also offers opportunities for community integration and building new relationships. Both individuals have highlighted their positive engagement with Basque culture and local residents.
A new 2027-2028 plan is currently being developed, and the Gipuzkoa Provincial Council has confirmed the program's continuation. The Goierri Inclusion Network is keen to receive new proposals and design innovative pathways to further enhance opportunities for individuals in vulnerable situations.
Additionally, SukaldaTU, an insertion pathway offering basic culinary knowledge, is returning revitalized. Sessions will be held at Goierri Eskola from September to December, with internships in regional bars and restaurants during the Christmas period. Participants will earn a professional certificate and a food handler's title.
