Gipuzkoa General Assemblies Urge Deputation to Open Files of Fostered Minors

The General Assemblies of Gipuzkoa have unanimously approved a proposal for the Foral Deputation to facilitate access to historical files of fostered children, ensuring the right to know their biological origins.

The General Assemblies of Gipuzkoa have unanimously approved a resolution proposal urging the Foral Deputation to facilitate access to the historical files of fostered children. This initiative, promoted by EH Bildu and Elkarrekin Gipuzkoa, has received support from PNV, PSE, and PP, achieving broad consensus on a highly sensitive issue.
The agreement, reached after extensive negotiation, requests the Deputation to complete the evaluation of these documentary series as soon as possible and to facilitate family access to these files, which several groups now consider historical documentary heritage. The resolution follows recommendations made by the Ararteko in November 2025.

The spokesperson for EH Bildu described the day as a celebration, especially for the Jasotako Haurrak association, whose members were congratulated for not giving up and persevering until institutions took this step. They also recalled that the Deputation fostered nearly 14,000 minors over two centuries, and it is now necessary to guarantee the right of families to know their biological past.
Spokespersons from PNV, PP, and PSE also emphasized the emotional weight of the debate. The PP spokesperson stated that what is being requested is just, and the PSE spokesperson argued that the files cannot continue to be treated solely under child and adoption regulations, but as part of Basque documentary heritage. The resolution reaffirms the “historical commitment” of Gipuzkoan institutions towards fostered children and now extends that support to their descendants.
