Gorbeialdea Rejects Proposed Equality Agreement

The Assembly voted against the Diputación's proposal, citing a lack of consideration for regional needs and calling for collaboration.

The Assembly of Gorbeialdea has expressed concern over the 2026 Equality Agreement proposed by the Provincial Council of Álava, with the 'no' vote prevailing due to opposition from EH Bildu and an independent councilor, despite PNV support.

President Agustín Otsoa Eribeko Landa acknowledged that while they share the goal of strengthening equality policies and stabilizing the work of equality technicians, the presented agreement inadequately considers the region's needs and reality. "We reiterate our full willingness to resume collaboration among all these institutions," he added.
He stated that the agreement's content had not been previously discussed with the town councils or the Assembly. "The conditions proposed by the Diputación are unilateral and do not take into account the specificities, organizational models, and needs of the cuadrilla," he said.

Therefore, it is not a tool to facilitate the work of town councils and the cuadrilla or optimize resources, but rather a mechanism that solely facilitates the Diputación's management.

Furthermore, he believes the proposed system complicates administrative processing and management even more. "Among the functions of the Cuadrillas is not the distribution of money among municipalities, and assigning these types of functions creates a risk of infringing upon the competencies of each institution," he stressed.
He also added that while the financial contribution may seem adequate, it maintains the same economic limits as previous subsidies, without additional benefits. "Therefore, it is not a tool to facilitate the work of town councils and the cuadrilla or optimize resources, but rather a mechanism that solely facilitates the Diputación's management," he clarified.
Additionally, the agreement's documentation "arrived late and incomplete, and its processing is complicated, greatly limiting the execution time for this year's actions," he pointed out.
Consequently, the Cuadrilla of Gorbeialdea will present a proposal to the Diputación to lead a genuine collaborative process with the Town Councils and the Cuadrilla, aiming to revise the agreement's content and conditions, with the support of equality technicians and agents. "If we want to build solid equality policies, it is essential to guarantee consensus, transparency, and institutional collaboration based on respect for the territory's reality," concluded the Gorbeialdea president.
Separately, the awarding of general waste containers and their electronic locks, with significant economic improvements in both lots, was unanimously approved on Tuesday. The Cuadrilla thus continues to advance in improving the solid waste collection system.
In this regard, a draft on different waste collection management models has been sent to the Assembly members for their input, to begin defining future decisions. The PNV's assembly group shared an extensive reflection on relevant aspects of this topic, which was echoed by other political groups.
