Over 300 individuals participated today in the exam held at the Landako venue in Durango, convened by the Basque Government. The objective of this process is to establish new employment pools to fill 200 vacant positions, thereby ensuring the proper functioning of municipalities across Euskadi.
These secretary-intervention roles are vital for the day-to-day operations of local entities. They guarantee the legality of municipal decisions, economic oversight, appropriate use of public resources, and sound treasury management. They are particularly necessary in smaller municipalities, where a single individual may handle multiple functions.
Currently, only about half of the 400 positions designated for nationally authorized local administration civil servants are filled by permanent staff. In response to this situation, and to ensure the continuity of public services, the Basque Government has strengthened temporary provision channels.
The core issue stems not from inaction by the Basque Government, but from the constant judicialization that systematically obstructs all processes. This has led to provisional suspensions, judicial annulments, and constitutional challenges, creating prolonged legal uncertainty for local administrations.
Furthermore, the interference of state-level lobbies and corporatist professional organizations, whose appeals have impacted all public employment offers, stabilization processes, and temporary pools promoted by Basque administrations, exacerbates the problem. These obstacles have hindered the filling of these essential posts.
In response, and aiming to guarantee the staffing of secretary-intervention personnel, the Basque Government has promoted these new temporary pools in coordination with the provincial councils and EUDEL. Following the exam, it is anticipated that these pools will be operational by the end of the year, with the goal of addressing municipal needs as swiftly as possible.
