The socialist group recalls that in the plenary session of May 2025, a motion presented by the PSE-EE was unanimously approved, urging the creation of a noise ordinance, as well as updating the noise map and the sound environment improvement plan, whose validity period ended in 2023. «A year later, the municipality still does not have this regulatory tool,» they lament.
The objective of this motion was, in addition to establishing a clear regulatory framework for noise levels in different areas of the municipality, to identify sources of acoustic pollution and adopt effective measures for their control and reduction. A year after the motion's approval, Lezo still lacks a noise ordinance, one of the main sources of resident complaints, and the improvement plan has not been updated.
Furthermore, they criticize that the government has not proceeded with the definition and approval of new zonal plans corresponding to special acoustic protection zones (ZPAE), whose purpose is to reduce existing noise levels by outlining short and medium-term actions. Following the approval in the previous legislature of the ZPAE to protect homes affected by port activity noise, which included streets Polentzarrene, Nagusia, Donibane, and part of Aralar, the PSE-EE deems it necessary to conduct a study in homes and buildings located on both sides of the GI-2638, as well as in residential areas south of the urban center primarily affected by Jaizkibel avenue, the railway, and the GI-636, which are impacted by continuous truck traffic.
“"It is essential to update and adapt the tools related to acoustic pollution to the current reality of the municipality, including new urban developments carried out in recent years, to guarantee residents' right to rest and quality of life, as well as to fulfill the promise made in the plenary session."
