Bilbao, the capital of Biscay, has positioned itself among the municipalities generating the most income from traffic fines relative to their population, according to a Dvuelta analysis.

A new study by Dvuelta indicates that Bilbao ranks second nationally in per capita revenue from traffic fines. The Biscayan capital collects an average of 103.7 euros per inhabitant, a figure surpassed only by Palma de Mallorca (120.1 euros) but exceeding those of Madrid (95.7 euros) and Seville (81.2 euros). The national average stands at 80.8 euros per resident.
While Bilbao does not match the absolute figures of major cities like Madrid or Barcelona, the analysis highlights that, in proportion to its population, the Biscayan capital is among the municipalities with the highest revenue from traffic sanctions.
On a global scale, Madrid leads the classification with an anticipated revenue of 194.5 million euros from fines in 2026, 3.4 times more than Barcelona. However, when these figures are adjusted for population size, Bilbao climbs to the top positions in the ranking.
