The Governing Council of the Basque Government has authorized the signing of three new collaboration agreements with the provincial councils of Araba, Bizkaia, and Gipuzkoa concerning emergency management, specifically focusing on voice and data transmission infrastructures.
These agreements aim to enhance cooperation and coordination between SOS Deiak, command and control centers, and the provincial services responsible for emergencies, prevention, firefighting, and rescue.
The agreements mandate the integration of the signatory administrations into the TETRA Digital Mobile Radio Network, ENBOR SAREA, managed by the Basque Government. They also establish mechanisms for voice and data exchange via information and communication systems, thereby fostering a more effective and coordinated response to emergencies and incidents requiring resource mobilization.
This network, TETRA ENBOR SAREA, is one of the most secure and efficient communication infrastructures for interoperability among public administrations within the Basque Emergency Care System. Its use improves operational coordination among the various services involved in emergency situations.
Consequently, the Department of Security will provide free access to the TETRA ENBOR SAREA network for the teams of the three provincial councils for communications essential to their exclusive emergency management and response functions. The acquisition and maintenance of communication equipment, such as portable terminals and transceivers, will be the responsibility of each provincial institution, while the network's maintenance, potential expansions, and necessary programming will be handled by the Department of Security.
The agreements will have an initial term of four years from their signing, with the possibility of extension for an additional period of up to four years by unanimous agreement of the parties.
